Country brief

How identity verification works in France.

The fraud surface and the frameworks an engineering or compliance lead needs before scoping an integration.
Fraud landscape
Three pressures shape French identity fraud: deepfake and synthetic-ID attacks targeting MiCA-licensed PSANs and fast-growing neobanks, document forgery of the pre-2021 paper Carte Nationale d'Identité (still valid until 2031), and SIM-swap-driven account takeover on mobile-first onboardings. Didit scores 200+ real-time fraud signals on every session — face morph, replay, injection, document tampering, device intelligence, IP geolocation.
Compliance frameworks
  • AMLD6 (EU Directive 2018/1673)
  • MiCA (EU Regulation 2023/1114)
  • DORA (EU Regulation 2022/2554)
  • GDPR / Loi Informatique et Libertés
  • eIDAS 2.0 (EU Regulation 2024/1183)
  • Code monétaire et financier (Livre V)
  • EU Regulation 2019/1157 (ID cards)
Regulators

Who supervises identity verification in France.

These are the supervisors a France verification flow has to answer to. One Didit hosted flow + one audit log covers every one of them — no separate integration per agency.
  • ACPR

Autorité de Contrôle Prudentiel et de Résolution — prudential supervisor for banks, insurers, payment institutions, and e-money issuers. Operates under Banque de France and sets remote-onboarding rules under the Code monétaire et financier.

  • AMF

Autorité des Marchés Financiers — securities and crypto-asset service provider (PSAN) supervisor under the Markets in Crypto-Assets (MiCA) Regulation and the Règlement Général AMF.

  • CNIL

Commission Nationale de l'Informatique et des Libertés — General Data Protection Regulation (GDPR) and Loi Informatique et Libertés supervisor. Governs every identity verification on French residents.

  • TRACFIN

Traitement du Renseignement et Action contre les Circuits Financiers Clandestins — France's Financial Intelligence Unit. Receives Suspicious Activity Reports (déclarations de soupçon) under L. 561 of the Code monétaire et financier.

  • Banque de France

France's central bank. Operates the national payment-system infrastructure and oversees ACPR alongside the European Central Bank under the Single Supervisory Mechanism.

Verification flow · One API

Four modules. One verification.

ID, biometric, AML, and a France database cross-check — composed on one workflow, billed per success, returned in one report.
01 · ID

Capture and read the ID.

Captured on any phone — auto-classified, OCR-parsed, and template-verified.

  • CNIe (with NFC chip read), the legacy paper Carte Nationale d'Identité valid until 2031, Passeport (with NFC chip read), Titre de Séjour, and Permis de Conduire.
  • Every EU and European Economic Area national identity card is recognised on the same session under AMLD6 cross-border equivalence.
  • Returns the name, document number, date of birth, place of issue, and expiry.

02 · Biometric

Match the face. Prove it's a real person..

Selfie confirmed live and matched against the ID portrait.

  • Duplicate check: 1:N face search across existing users. Free.
  • Active liveness ($0.15) for elevated-risk flows — user turns or blinks.

Stage 02Match the face. Prove it's a real person.
  • Selfie on any phone or laptop camera
  • Mobile-handoff QR when the user starts on desktop
03 · AML

Screen for sanctions, PEPs, and adverse media.

Didit screens the user's name against the global pool of 1,300+ sanctions, Politically Exposed Persons (PEP), and adverse-media lists, plus every French regulatory watchlist (AMF Sanctions Commission, CNIL Sanctions, National Frost Registry, French PEP registers spanning the Ministry of Justice, Ministry of Economy and Finance, Ministry of Foreign Affairs, Conseil Constitutionnel, Conseil d'État, and Cour de Cassation).

Severity-scored. Ongoing monitoring ($0.07/user/yr) re-checks daily and fires a webhook on new hits.

04 · Registry

Cross-check against authoritative French datasets.

Cross-checked against the authoritative civil registry.

  • The `fra_consumer` lead-generation lookup ($0.08, ~10% coverage) is the fast first-pass gate; `fra_utility_2` ($0.23, >70%) and `fra_residential_2` ($0.30, >40%) cover address verification on a budget.
  • The deeper `fra_residential` ($0.89, ~85%) and `fra_utility` ($0.61, >75%) services hit census and government-agency-sourced address data; `fra_residential_3` ($0.61, ~60%) checks against e-commerce, subscription, and service-professional databases.
  • `fra_phone` ($0.67, ~90%) confirms the phone is registered to the user via mobile-network-operator data. All six services are pay-per-success, no consent required.
